Well you see... Airbending has remained tier 0 or 1 through metas with Vivi, Omniscience, Cori, Lessons, Profts, Mice/nemesis, Landfall, and to this day. The deck is always the most broken thing in standard and just avoids bans because it's hard to navigate in tough situations.
