Osama Bin Laden’s name first appeared as a potential financier and supporter of the WTC bombing in February, 1993, just a month after BILL CLINTON took office.
Clinton had retained the Reagan-nominated and unanimously confirmed FBI Director William Sessions. The year before, GHWB’s DOJ conducted an ethics investigation into Sessions, after an anonymous tip, and the final damning OPR report to AG BARR came out in January.
Clinton did not want to appear partisan, so he waited six months before acting after his new AG Reno recommended he fire Sessions. His new FBI Director Loius Freeh was sworn in on September 1, 1993 and served until July 25, 2001.
Bin Laden was indicted on November 4, 1998, by a U.S. federal grand jury in New York for the August 7, 1998, U.S. embassy bombings in Kenya and Tanzania, which killed 224 people and were directly attributed to al-Qaeda under bin Laden's leadership, conspiracy to murder U.S. nationals, and related charges.
FBI Director Freeh personally announced Bin Laden's addition to the Ten Most Wanted list alongside Attorney General Janet Reno on June 7, 1999.
One other side note: After FBI Director Freeh retired in July, Robert Mueller was nominated by President George W Bush, and he was sworn in September 4, 2001, one week before 9/11.
