Ukraine to withdraw its soldiers from the Donetsk, Luhansk, Kherson and Zaporizhzhia regions followed by International recognition of these territorial changes. 3. Ukraine to pledge never to join any military alliances or coalitions (NATO). No foreign troops or military infrastructure to be allowed on Ukrainian soil. 3. No nuclear weapons for Ukraine. 4. Caps on Ukraine's armed forces. “Far-right units” to be disbanded. 5. Full guarantee of rights for Russian speakers and Russian to become an official state language. 6. Ban on "glorification and promoting of Nazism and neo-Nazism." Nationalist parties and groups to be disbanded by the state. 7. All western sanctions to be lifted for good. 8. Both sides to agree not to demand reparations. 9. Ukraine to remove any restrictions placed on the Russian Orthodox Church. 10. Full restoration of diplomatic and economic relations with Russia, including gas transit and transport. For a ceasefire to be considered by Russia, Ukraine would have to either withdraw all its troops from the Luhansk, Donetsk. Kherson and Zaporizhzhia regions within 30 days. Or Ukraine could hold elections first and withdraw then quickly withdraw from the 4 regions. Russia is in fact demanding a Ukrainian rump state with severely limited sovereignty and which would be dependent on Russia. In reality, they know Ukraine will never agree to such terms. Russia wants to continue the war.
