A workable format for a 76 team tournament is right there in plain sight.
We add four AQ’s to include the four highest ranked regular season champions that did not win their conference tournament. The other four spots go to at-large teams.
There would effectively be a second bubble between the regular season champs.

The vote was 8-7 in the Senate Homeland Security and Governmental Affairs Committee. Rand Paul voted no, and Fetterman voted yes. @fox43
