For shah Jahan Agra was primary imperial center it was Taj Mahal period.
Even with mobility, Agra remains the longest-serving primary Mughal court city overall.

2ndly did you notice I used the word court. Anyone who has read the history knows "capital" of Mughals was just a nominal thing. It was Court that mattered, and it mattered more when both court & one of principal capitals used to be same.
