Each state has “state’s rights.” Which basically means if there is no federal law the state can enact a law as long as it does not violate the US Constitution. For instance abortion laws. There is no federal law on abortion, so each state makes its own law regarding abortion.

@paloma_datgirl i mean in all technicality air could do all 3 with just air manipulation. You'd be faking it by just manipulating air in ways to recreate the other bending. Like blood bending or water bending would just be air bending the oxygen inside of the liquid.

@learning_yohei it depends on the household. Most people i know allow guests to keep their shoes on and then members of the household take their shoes off whenever they feel like it. Taking your shoes off at someone's house when not asked to, is usually an indication of a person's comfort levels
