In February, we will be putting out fees up from 8% to 15% to help support costs and we hope you can understand. We wanted to let our delegators know beforehand, so they have a chance to move bakers should they still want a lower fee. #Tezos

Quorum met! But maybe time to introduce mild penalties for non participating bakers (e.g. treat as a liveness fault and deactivate for a few cycles), or ditch quorums.
