List all assets not providing a positive ROI (city vehicles, city equipment, vacant city real estate, etc). Auction those assets off. Accumulate bitcoin with those proceeds, establish city-custody solution, and put on city’s balance sheet.

@adam3us @lopp @Croesus_BTC There will be a similar circular (ie OMB A-123) for establishing/enhancing internal controls for banks/custodians for all the paper and rehypothication going on, probably 5+ years, but time will tell

@lopp @Croesus_BTC Think about it. Their custodians are I think fidelity and coinbase. The custodians have big 4 auditors who take verification of existence, key control, security very seriously. So I don't think anyone serious is claiming they are paper claims...
