Halper and Steele "reported" the false story to the FBI, and then the co-conspirators leaked it to the newspapers and read it into Congressional record, with the goal of overthrowing President Trump. Both Comey and Swalwell should be jailed for lying to Congress, as they admitted they knew this was false.
