It's wild to me that the "strong mayor" argument paints the Mayor's office as lacking control of the budget, when the single largest portion of the budget, OPD, is under the Mayor's control and the Mayor watches OPD overspend making a mental note that other depts will pay for it

It's wild that Measure C is getting ignored in all the buzz on E, because its a gigantic tax break for big business disguised as one for all business. Small businesses would save a meaningless amount yearly, but the City would lose millions in tax a year.
