There is something missing in your train of thought. Why would governments request access to data if they already have access. The article doesn’t say Apple provides this access. There are certain things like location and sms info they can access but the data you create on your phone is not accessible without physical access to the device and an exploit.

I can tell you don’t know what you’re talking about. There is a thing called encryption at rest. Almost all data on iCloud is encrypted using the users password. Without this it’s nearly impossible to use this data. It’s not at all the same. Devices in China are required by law to have spyware. Your messages aren’t secure. Apple in many high profile cases stated that it has no access to devices internals.
