South Africa is preparing to take on yet another massive loan—this time R177 billion (about $11 billion) from African Export-Import Bank—despite already strained public finances and rising debt costs. The funding is being sold as a growth catalyst, but it is still money the country must repay, with interest, in an economy struggling to generate consistent growth.
Of this amount, R50 billion is earmarked for a Transformation Fund intended to support black-owned businesses, while roughly R129 billion is allocated to “priority sectors” such as energy, minerals beneficiation, and critical infrastructure. On paper, the goals sound constructive. In reality, South Africans have seen this pattern before: large borrowings, ambitious promises, and weak accountability.
The uncomfortable question is not whether the money is needed—but how much of this R177 billion do you expect to be stolen, misappropriated, or simply squandered before it delivers real value to ordinary citizens? And when the bill comes due, who will ultimately pay for what went missing?
