Under his watch, this country saw the greatest racial divide in modern history.
His words and his policies put a target on the backs of police officers, turning the men and women who protect us into villains overnight.

Let me fix that: your legacy was the scandal.
The Notwithstanding Clause allows a provincial government to pass a law even if it violates certain Charter rights. It doesn’t apply to everything, but it can override things like freedom of expression or equality rights for up to five years before it must be renewed.
Governments typically use it when they believe their legislation is justified, even if courts may rule parts of it unconstitutional.
Smith said:
“The Charter allows for limits on rights that are reasonable in a free and democratic society. We think what we’re putting forward is reasonable.” She added, “We're going to argue that we're being reasonable, proportionate and evidence-based, and we'll see how it goes in court."
Whether people agree with using the Notwithstanding Clause or not, it’s a powerful tool and it raises big questions about rights, accountability, and the balance of power between the government and the courts.
