Some can happen now using existing powers: 1⃣Refuse Buyers Clubs: Implement consolidation schemes, as in Bond St 2⃣ ‘Reverse Deliveroo’ for commercial waste collections. Encourage e-cargo bikes 3⃣ Centralised locations to deposit waste

Councils could make better use powers available under Section 47 of Environmental Protection Act 1990 5⃣Make offenders Pay, review maximum penalty & fine levels 6⃣Reduce burden of proof making it easier to take action
