100%! And I don't say that lightly! Locally, in #Kent the structures seem to be defining the function.....and there's not much of that going on. Lots of inhouse 'shifting' and certainly little to no collaboration on a Kent level (personal view)

A little less conversation a little more action! Fed up of talking about ICSs shifting power to communities? What stops this happening? Huge budgets tied up in “provider” dominated systems with fear of real innovation as it undermines power bases. Are ICSs just managing decline?
