I can think of two reasons to keep it. One would be that domestic gasoline refining is fixed, so 15% ethanol expands the domestic gasoline supply by 15% with no additional construction. The other is that it keeps many farmers "productively" engaged in corn farming as a buffer against famine. Like if we suddenly needed a food buffer, we could make less ethanol and eat more Doritos. The irony is that the food we don't need, we literally burn for heat.
