The best way of understanding 'hard to reach' is in thinking about the organisation as hard to reach. If you feel yourself reaching for this phrase ask yourself 'what is it about this service that is hard to reach' and all if a sudden, it's a helpful phrase for change! 😉

I would commend replacing the term *hard to reach* with *seldom listened to*, though even then, it’s important to also acknowledge that listening must go beyond hearing clients; towards hearing citizens into full democratic expression. amicitia.org/2021/07/16/the…
