He's already a law in place about entering and threatening or being hostile in religious institutions, it's called the FACE act.
This law expands to include peaceful protests as criminal interference within a 25-ft buffer zone.

A religious institution can control its own private property even if it invites the public in for worship. But that does not justify giving government broad power to criminalize peaceful protest in nearby public spaces. Once the state starts treating public facing private institutions as grounds for expanded speech restrictions, that precedent can spread to other places that are open to the public, including government adjacent or quasi public spaces.
