It is several reasons. This is one of them.
Another is for advertisers.
Because advertisers still control the internet platforms.
And they aren't fully dumb, dead internet theory has become popular.
So how do you prove your users are "human" with "real human interests" and "human activity"? You get them to give up ID.
Another part of it is tracking.
Another part is information control.
But most of it is about money, censorship, and narrative.

1. Even "parental attestation" still requires a parent (adult) to verify with the platform to then be able to grant access to minors.
2. Self-declaration is the current standard. These proposals are to supersede that. If the current implementation was fine in the eyes of government, there would be no need for new proposals.
3. Historically, age verification for games etc has been through ESRB or the platform itself, not mandated by government, due to the First Amendment. The government is entering new territory here.
