I just can’t connect the dots of how they got $20 million earning $200,000 a year. Nobody can explain that.” Nobody is supposed to. This machine ran untouched for decades for one reason. Now Former Secretary of the Navy Jon Phelan was always the wrong choice. He's one of Trump's rich friends/donors who wanted to play Navy with zero military experience. He reportedly didn't play well with others and rubbed many senior level Navy and DoD personnel the wrong way. Reports from late 2025 indicated that Phelan and his chief of staff, Jon Harrison, took steps to limit the influence of Hung Cao, immediately after Cao was confirmed as Under Secretary of the Navy. Phelan and Harrison reassigned several aides specifically meant to assist Cao upon his confirmation, aiming to restrict his operational control. They planned to personally interview all of Cao’s future military assistants to ensure that decision making authority remained centralized within the Secretary’s office, completely sidelining the Under Secretary. On October 3, 2025, Defense Secretary Hegseth fired Harrison, following reports of this internal power struggle and attempts to undercut Cao. On April 22, 2026, it was announced that Phelan was departing the administration immediately, with Hung Cao taking over as Acting Secretary of the Navy. Congrats to Hung Cao, who should be the next SECNAV.
