Phelan and Harrison reassigned several aides specifically meant to assist Cao upon his confirmation, aiming to restrict his operational control. They planned to personally interview all of Cao’s future military assistants to ensure that decision making authority remained centralized within the Secretary’s office, completely sidelining the Under Secretary. On October 3, 2025, Defense Secretary Hegseth fired Harrison, following reports of this internal power struggle and attempts to undercut Cao. On April 22, 2026, it was announced that Phelan was departing the administration immediately, with Hung Cao taking over as Acting Secretary of the Navy. Congrats to Hung Cao, who should be the next SECNAV.
