Very true. However, liberal judges interpret the constitution as a "living and breathing" document subject to change. Conservative judges usually do not. Naturally, liberal judges will make decisions based on this premise. So it depends on what side of the issue the assigned judge is on. Biden made numerous EOs seeking to change law.
