Meet the Youngest SUBEB Chairman in Nigeria — 34 Year Old MUBARAK MOHAMMED Before his appointment, he steered the affairs of @KadunaSubeb in an acting capacity, where he provided strategic leadership in administering and managing basic education across the state. @Mubsymohd is a seasoned project manager and infrastructure developer with over a decade of experience spanning public service and private sector consultancy. His background in Quantity Surveying and Facilities Management, complemented by an MBA in Finance and Investment, reflects his strengths in project management, cost control, and strategic resource management. His experience also includes advisory and secretarial roles in the Kaduna State Infrastructure Development Council, as well as previous work in construction management with Julius Berger and Construction Kaiser. Mubarak has successfully coordinated and implemented more than 500 educational projects. He has led multi-disciplinary teams, managed complex development portfolios, and contributed to the development of key policy frameworks. A member of the Nigerian Institute of Management, the Nigerian Institute of Quantity Surveyors, and Project Management Professional (PMP), Mubarak brings a blend of technical expertise, leadership, and evidence-based policy insight to the Board, further enhanced by executive education at the University of Oxford’s Blavatnik School of Government. Mr Mubarak Mohammed was appointed based on his wealth of experience, proven track record, and demonstrated commitment to public service. The Government is confident that he will bring strong leadership, professionalism, and renewed focus to the management of basic education in the State. Mubarak at 34 years is the youngest SUBEB Executive Chairman in the country.

Day Two: Kaduna State 2026–2028 Multi-Year Budget Defense The Day Two session of the Kaduna State 2026–2028 Multi-Year Budget Defense continued today at the Planning and Budget Commission, with the Chairman of the Estimates Committee, Hon. Mukhtar Ahmed Monrovia, presiding over proceedings alongside other distinguished Committee Members. The day’s agenda focused on the Ministry of Education and its Agencies, as they appeared before the Committee to present and defend their respective budget proposals for the upcoming three fiscal years. The highlight of the session was the presentation by the Acting Executive Chairman of the Kaduna State Universal Basic Education Board (KadSUBEB), Mubarak Mohammed, who outlined the Board’s strategic plans, financial projections, and policy priorities aimed at advancing basic education across the state. In his presentation, Mubarak Mohammed detailed the Board’s commitment to improving learning outcomes, enhancing infrastructure in public primary and junior secondary schools, strengthening teacher capacity, and expanding access to quality education for all children, particularly in underserved communities. The Committee, led by Hon. Mukhtar Ahmed Monrovia, engaged the SUBEB leadership in a thorough review of the proposed allocations, seeking clarifications on funding strategies, performance indicators, and sustainability mechanisms embedded in the 2026–2028 framework. The UK Government's Travel Advisory has moved Kaduna State from “Red” to “Amber”. Consequently, British citizens are now free to travel to Kaduna State. This cheery news was disclosed by the Development Director of Foreign, Commonwealth and Development Office (FCDO), Ms. Cynthia Rowe during the signing of the new Mutual Accountability Framework (KaMAF) with the Kaduna State Government. Ms. Rowe added that Kaduna State has been on “Red” since 2022 and has now been moved to “Amber” due to our administration’s persistent efforts in addressing security challenges. Ms. Rowe's disclosure and acknowledgement of our sustained efforts is a strong testament to the impact of our peace and security initiatives, and a signal to investors that Kaduna State is safe for business. Today's signing of the new Mutual Accountability Framework (KaMAF) marks another important milestone in our collective resolve to transform lives and build a brighter future for the good people of Kaduna State. The goal is to consolidate on the successes recorded in the areas of governance, health, education, and agriculture. I signed the agreement on behalf of the Kaduna State Government, while Ms. Cynthia Rowe signed on behalf of the Foreign, Commonwealth and Development Office (FCDO).
