“We support Constitutional Amendment Bill No. 3 and the proposal to extend the election cycle from five to seven years. Elections consume significant financial resources, often more than other critical sectors. As citizens, we are concerned when hospitals lack essential medicines while substantial funds are spent on elections every five years. Extending the tenure would help reduce these costs and create a more stable environment that can attract investors,” said a Muzarabani resident.

THE #CAB3 ROADMAP 1. Collate feedback – Committee compiles public input into a written report for Parliament. 2. Bill introduced (week of May 18th) – Minister of Justice gives Second Reading speech explaining each clause. 3. Debate in National Assembly – Committee report is presented. 4. NO REFERENDUM – Bill doesn't touch Chapters 4, 16, or Section 328, the only provisions requiring a referendum.

@ProfJNMoyo The effect of the Bill is to extend the time the President is in Office from 2028 to 2030. Actually from 24 September 2026 to 2030. President Mnangagwa is deemed on 24 September 2026 to have served 2 Terms according to the current constitution.

Section 328(7) is unequivocal: amendment of "term limit provision" is the mandatory PREMISE. Without it, the PREDICATE which says, "the effect of which is to extend the length of time that a person may hold or occupy any public office" does not apply. No premise, no consequence!

@ProfJNMoyo According to the constitution people have the RIGHT TO VOTE FOR THE PRESIDENT.... making MPS to vote for the President requires a Referendum because it affects that right to vote for the President.

Simple arithmetic Bambo… 7-5 is 2 … that’s where the 2 years comes from … it doesn’t have to be written for a normal person to see it…. That 2 years IS NOT an additional term as per the constitution’s definition of a FULL TERM (91(2)) … So the change in the ELECTORAL CYCLE from 5 to 7 years doesn’t register on the scale of “additional term” or “Amending Term Limits” … anything from 0 to <3 years is CONSIDERED a ZERO by Section 91(2) attached here👇🏽. We had this debate verbally…. And you lost it…. I guess you are trying a different angle, but it’s all because you are unaware of what triggers a referendum…. A referendum is triggered by ADDING ANOTHER TERM to the 2 term LIMIT…. CAB 3 doesn’t add another term baba, get that and rest… For your own information, it’s abundantly clear that the NUMBER OF YEARS were never the LIMIT referred to in the Constitution… The LIMIT is the number of TERMS. How do we know this???? We know this because someone who served 3 years TWICE (total 6 years) is considered to have served 2 terms is INELIGIBLE to run again for office. Yet someone who served 2 years 20 times (total 40 years) will still be eligible as per the current constitution because those separate 2 years are not considered as terms. They are essentially ZEROs. This is how the constitution is written & that’s a LOOP HOLE that can be used by anyone to be President of Zimbabwe for an UNLIMITED NUMBER OF YEARS… Once you understand that the LIMIT is on the Number of Terms, you won’t continue to make silly arguments. I close the debate. If you still don’t get it, then you are irredeemable baba… we can’t save you…

No need for emotions Mutisi 🤣 because you are now tripping over yourself. The constitutional extension has nothing to do with two years, so I am not sure where two years comes in here. ZANU PF in its own bill says that it wants to extend the term of the President and Parliament from 5 years to seven years. That by definition is an extension of a term limit which requires a referendum and additionally, the one who extends a term can’t enjoy that extension without a referendum. You said it in your own post. Why the change?

DEMOCRACY at its best… Deep in the rural areas of Matabeleland North, villagers gave their views on CAB3 … Unlike the USAID Opposition Politicians, the lady made it clear that IT IS DEVELOPMENT that the ordinary people want, not endless disruptions from elections… Elections are a money-making scheme for opposition politicians in Zimbabwe, but the ordinary people would rather have a clinic and a school than wasting money on elections every now and then… they are saying 7 years is good!

A clear contrast emerges between rural and urban public hearings: in districts such as Makonde and Mwenezi, proceedings unfolded peacefully and drew large, orderly participation, whereas in urban centres - where opposition leadership is typically present - disruption and volatility tend to follow. The rural record is straightforward: citizens engage, express their views, and depart without incident. The urban pattern is equally telling: disorder surfaces with remarkable consistency, and it does so in proximity to opposition figures. This is not coincidence. It points to a leadership that struggles to operate within structured, rules-based processes and instead leans on agitation to manufacture relevance. Where they cannot persuade, they provoke. That is not democratic engagement - it is calculated interference. It will not work. Simple.
