Maryland's juvenile justice system is in complete disarray. To exacerbate the situation, MDDEMS passed legislation in the previous session that restricts automatic adult charging for violent youth offenders.
These kids are likely to reoffend and perpetuate their harmful impact on the public. Over the past few years in the 'Restorative Justice Era,' Democrats have prioritized perpetrators over the victims, like the one at the bottom of the pile.
MDDEMS in Annapolis has endorsed this troubling paradigm. As a result, juvenile crime has increased due to problematic legislation such as the Juvenile Justice Reform Act of 2022 and others.
Juvenile Crime Statistics:
• Juvenile complaints have risen by 14.5%.
• Carjacking increased by 85.4%.
• Handgun violations have surged by 220%.
• Auto theft has risen by 64.6%.
• Juvenile arrests increased by 146%.
• Violent crimes committed by youth offenders have grown by 58.4%.
These children fundamentally comprehend that there will be no consequences for their actions. Furthermore, we have four closed facilities that are unused; youth offenders rarely receive necessary services, and vendors like ASAP Inc. fail to inform law enforcement when a youth offender breaks their home detention order, which contributes to the ongoing cycle of crime and lack of accountability in the juvenile justice system.
There are many establishment shills on here that like to insinuate that juvenile crime isn't an issue or that the media tends to sensationalize and obfuscate the reality on the ground. However, the facts show otherwise, and I am deeply committed to participating in the necessary reforms to fix our juvenile justice system that is broken.
The Juvenile Justice System Needs:
• Stronger procurement laws for vendors.
• End the use of GPS ankle monitoring.
• Set standards for correctional facilities.
• An ombudsman for inspections.
• Boarding school settings for at-risk youth.
• Turn closed-down DJS facilities into rehabilitation and vocational training centers.
If we do not change the trajectory of violent youth offenders, they will eventually become violent adult offenders like Emmett Zeah, who had an extensive criminal background with DJS and ended up killing two young children at Columbia Mall.
