Regulation F Latias Breakdown + Spread:
Latias @ Sitrus Berry/Safety Goggles/Rocky Helmet
Ability: Levitate
Level: 50
Tera Type: Poison/Electric
EVs: 252 HP / 4 Def / 12 SpA / 76 SpD / 164 Spe
Calm Nature
IVs: 0 Atk
- Mist Ball
- Ice Beam/Draco Meteor/Icy Wind
- Tailwind
- Protect/Recover/Heal Pulse/Helping Hand/Sunny Day/Rain Dance
Benchmarks:
- Survives mid-range (<124 non-boosted investment = 100% survival) Moonblast from Choice Specs Flutter Mane
- Survives Tera-Fairy Moonblast from 252 Timid Flutter Mane
- Hits SpD bump
- Outspeeds 252 Adamant Urshifu
- SpA lets us OHKO scarf Urshifu with Mist Ball(4 SpD investment)
- 252+ Tera-Water non-Mystic Water Surging Strikes is a 3HKO, as is non-tera Mystic Water boosted Surging Strikes
- Survives 252+ Gholdengo Choice Specs Shadow Ball
Item Choices:
Depending on what you want this Latias to accomplish, we have different items to fit the job. Here's the rundown on what each item can achieve:
- Sitrus Berry: Good for general bulk. Can allow you to live a double-up and get off a clutch Tailwind. Solid middle-ground option to cover a wide range of matchups
- Safety Goggles: Having Psychic coverage allows us to hard-counter Amoonguss. If your team is particularly Amoonguss weak, Goggles can be a solid option. In addition, being a Dragon type, this can work as a hard counter to Torkoal + Lilligant/Venusaur
- Rocky Helmet: Good for countering Urshifu. This can play very similar to Salamence in the sense that it can switch into a Surging Strikes, trade for 1/2 of Urshifu's health, and then Recover off the damage. This is best when paired with Recover. If going Rocky Helmet, consider more defense investment. This could come out of Speed if you do not want to lose the Flutter Mane calcs.
Tera Options:
- Poison, IMO is the best option. Having Levitate allows us to be immune to Ground types, which is one of Poisons biggest counters. In addition, this allows us to wall Flutter Mane. While we do live a majority of Moonblasts, we can not survive them all, especially with a Tera Fairy.
- Electric, This can be a solid neutral typing into everything. We have no weaknesses thanks to Levitate, but the resistances aren't the greatest either. We already resist Electric in base, so there is some overlap there. Resisting Flying and Steel could come in clutch, but they don't cover for Latias' weakness to Fairy, as Poison does.
Necessary Moves:
Mist Ball and Tailwind are staples for Latias. Here's why
- Mist Ball got buffed this gen, so it is a staple. Psychic is a great typing into most of the meta right now, so we are going to stick with that.
- Tailwind is Latias' primary role on any given team. Being able to wall Urshifu and match Tornadus' Tailwind can be matchup-changing. This move will not change.
Flexible Moves:
Now that we've gone into why Mist Ball and Tailwind are necessary, let's get into the other two options.
- Ice Beam / Draco Meteor / Icy Wind. This slot is our offensive slot. Ice Beam will help you with hitting Grass/Flying/Ground types. It can be the difference of you threatening Landorus for a One-Hit-Knock-Out (OHKO) or being 1v1'd by it. Icy Wind is a supportive move for the Tailwind mirror. This move, IMO is being very under-used right now. Spamming Icy Wind under Tailwind is a great way to set your allies up for success in the Tailwind Mirror. As for Draco Meteor, it's just a solid Same-Type-Attack-Bonus (STAB) option. It can allow us to hit certain Pokemon that would otherwise wall us for massive damage (Chien-Pao, Latias). The only drawback is the SpA drop, which can make Latias feel like a sitting duck at times.
- Protect/Recover/Heal Pulse/Helping Hand/Sunny Day/Rain Dance. This last slot is our true flex slot. Protect/Recover are the more "selfish" picks on Latias, however, they have their merit. Recover can allow us to be a solid end-game win condition vs picks like Urshifu and Amoonguss. Protect allows us to punish a double-double tap, and can avoid us having to Tera to survive an attack. Heal Pulse is a great option to help your bulky Pokemon (Iron Hands, Kingambit, Rillaboom, etc) survive the turn and do something active. Helping Hand is great when paired with fast sweepers that want to pick up OHKO's (Flutter Mane for example). A weather move can help you in specific matchups. Sunny Day + a Ghost type can wall Urshifu entirely. Rain Dance can destroy sun comps, and power up your own Urshifu.

@NRostram @JoeMerrick There's not too many good flying moves though you have hurricane for special but brave bird wouldn't be the best with recoil
