1. 从技术层面看，两党所杯葛的具体预算案、CR (Continuing Resolution) 的议程、参议院终结冗长辩论 (filibuster) 所需的60票门槛，以及启动 cloture (辩论终结程序) 后的程序性延迟好像是一两天的冷冻期（这是我之前比较笃定那两周都是 No 的技术性原因）。
2. 长期来判断，这可以纳入一个博弈框架：目前两党似乎陷入了“谁先眨眼算谁输”的“勇敢者游戏”，彼此都把对方绑架在依靠互相冲撞来取胜的战车上，且都认为对方才是最大受害者。虽然按照历史经验，民意一般会把问题归咎于执政党（即控制白宫的党派），因为总统作为行政首长，通常被视为有最终责任来推动解决，但在政治不断极化、信息传播算法化与碎片化的今天，这种“惯性民意判断”是否依然有效，需要进一步的探讨。

虽然两党纠葛，党派政治的细节族繁不及备载，但是从上述思路深究下去，如果能够完成一篇新的市场评论文章，虽然未必能够让未来的概率预期足够的豁然开朗，但是对于我个人观察这个世界总还是大有裨益，可惜在时间上不允许。
