🔐 What will it cost organizations to migrate to Post-Quantum Cryptography? During the Cantor Quantum Security Event in New York, I had the opportunity to discuss with investors, analysts, and investment bankers how to accelerate the adoption of quantum-safe technologies and what the transition will realistically cost organizations. One thing became clear during the discussion: the migration to Post-Quantum Cryptography (PQC) will be one of the largest cybersecurity upgrades ever undertaken. This is because PQC is not just an algorithm replacement. Cryptography is embedded throughout modern digital infrastructure—web communications, identity systems, VPNs, firmware updates, cloud platforms, IoT devices, payment systems, and supply chains. As a result, upgrading to quantum-safe security requires changes across software, hardware, infrastructure, and governance. Current industry estimates suggest the following ranges: • Small organizations: roughly $100K – $500K to begin migration • Mid-size enterprises: approximately $500K – $3M depending on system complexity • Large enterprises: often $5M – $20M+ over several years • Critical infrastructure operators: potentially tens of millions At the national level the numbers become even more significant. The U.S. federal government has estimated more than $7 billion could be required over the next decade to migrate its civilian systems to post-quantum security. Where does this investment go? A significant portion is spent on cryptographic discovery, identifying where encryption is used across systems—something many organizations still struggle to map. Another major cost comes from software upgrades, updating applications, communication protocols, and security platforms to support new PQC algorithms. Hardware upgrades can also be necessary, especially for embedded devices, IoT infrastructure, and secure elements that lack the capacity to support quantum-resistant cryptography. Finally, organizations must modernize PKI infrastructures, identity systems, certificate authorities, and key management platforms, while also investing in new skills, governance models, and long-term crypto-agility. The important point is that the cost of not preparing may be far higher. Attackers can already collect encrypted data today and decrypt it later once quantum capabilities mature—a strategy known as “harvest now, decrypt later.” This makes the transition to quantum-safe security not just a technical upgrade, but a strategic investment in the resilience of digital infrastructure for the next decades. The organizations that start planning early will spread costs over time and reduce operational disruption.
