Why do commercial brokers get paid their commission on the full lease at move-in, rather than getting paid over time, as the tenant actually pays rent?

Help with aging parents.
Just got back from Easter weekend with the in-laws. Both are nearly 80, yet still driving during daytime, non-rush hours, etc. they are not good/safe drivers.
