@1goodtern I’m not sure this is right. Absences could have been caused by any number of issues. Special schools had lots and often complex mitigations in place but, remained open throughout lockdowns because pupils there were considered ‘vulnerable’ and therefore were entitled to attend.

But *many of those mitigations to suppress Covid* **were not in place in special schools**. So they were hit in 2020/2021.

Fairly big caveat.. ‘differing rates could also be down toacademies meeting pupils’ needs without formal identification of SEND, under-identification of SEND or delays in EHCP assessments caused by reduced local authority capacity in areas with fewer maintained schools’

No I’m afraid this is not one of the academy freedoms at all. All state schools are bound by the same admissions regulations and the same statutory duties in this regard. Perhaps we can have a chat about this?

What are these "freedoms" academy CEOs want to keep? Well, they want to retain being able to pick and choose which students to take. If you can avoid taking poor kids or SEND kids it does wonders for your data. Many of them are more socially selective than grammar schools.

If we believe the bedrock of an inclusive education is high quality teaching, then knowing your pupils’ start points and helping them progress at each stage of their education should do it. Properly resourced specialists can help do the rest, in line with existing law.

Resource bases are an interesting ‘answer’ to the issues re inclusion. They certainly aren’t new and there doesn’t appear to be an evidence base for their use. Locating pupils with SEND in a space could help better deploy staff and resources but, it doesn’t feels like inclusion

@SEND__plight Yes, that’s right - I was referring to the duties under the education acts re admissions. Reviews of provision are separate and even if they resulted in a change of placement would still need to go through admissions processes

@SEND__plight There’s some inaccuracies here. LAs are responsible for making sure there’s enough school places available to meet local need, whilst schools manage admissions directly. For special schools, LAs commission places but, schools still mostly manage their own admissions

With falling birth rates in some areas and councils being strapped for cash, the power to open new schools doesn’t seem significant. The proposed combined ‘mega’ councils will not be able to deliver the levels of service our schools urgently need in the short-med term.
