After winning he was the runner up to be High King, and so the empire does what it does best and lies about what happened to try and kill him.

No because ulfric wanted independence in the stupidest way possible when the old high king would have decleared independence if only he asked, but he was to arrogant or didnt even knew him that much.
He was ambushed in his own lands by the gut that was never in skyrim before and nearly killed, only escaping because a time travelling dragon saved him.
He was such a useffull bum for the destruction of skyrim that even the thalmor supported him (wihout his knowledge). Why do you think that thalmor were in the fort on the day of his execution? They wanted him transported, execution postponed etc.

Every bad thing that has happened is his fault.

He murders innocent Nord woman and children after the Markarth Incident. And he's a Thalmor plant. His Civil War only weakens Skyrim and the Empire, helping the Thalmor.
