This is not a criticism of Scott, because I've heard lots of people refer to the Phillies farm system as "depleted." But it's not depleted. They didn't get rid of all their really great prospects. All of their "great" prospects are injured, struggling and/or disappointing. They haven't produced much that anyone wants. That's not "depleted." That's "bereft."

That's the context in which we have trouble detterring crime. I'm really quite sure that if you started, say, removing limbs in the town square shortly after arrest that you'd be able to make an impression. We do everything we can to make deterrence ineffective and then conclude that nothing functions as a deterrent.
