Sure. Let's say the pot of bribe money - oops, I mean "campaign donations", book deals, etc is one billion dollars for the year. Having more people to need to bribe - oops, I mean lobby - becomes logistically difficult. It also leads to candidates more likely to vote in their districts' best interests instead of toeing the national party line.
