Actually think this makes sense from a military perspective. The Navy is technically a NAVY even if Oda makes all the fights we see slugfests on islands. And the Chilly-Chilly Fruit is the greatest power for sea battles among the admirals.

Oda and kubo are allowed to introduce characters and abandon them (rightfully so) but god forbid kishimoto doesn’t flesh out ten ten or kiba. You guys ignore every other side character.
