The reporter addressed this many times and said he misunderstood the CNN report and basically worded it wrong.

@danotseehunter @GovWhitmer Yep. Years ago they had some tests done in multiple counties using better materials and a thicker base. From what I understand the results were very good, and estimated to last 10 years longer.
That project quickly and quietly went away.
