中東情勢を踏まえ、石油製品や、エネルギー源ではない石油関連製品、とりわけ医療関連の物資に関する不安のお声を伺っています。 まず、原油や石油製品については、備蓄の放出により「日本全体として必要となる量」を確保するよう取り組んでいます。 一部、バスやフェリー、トラック運送事業者などの燃料や、工場や漁業・農業用の燃料などについては、流通段階で、備蓄から放出された石油製品が行き届いていないケースが見受けられます。 これに対処するため、経済産業省において情報提供を受け付けて、他の流通経路からの融通支援を行っています。 流通問題の解消については、例えば、九州地方の路線バス会社への軽油の供給が再開され、また、海底ケーブル敷設船への重油の補給を実現しています。 繰り返しになりますが、日本全体として必要な量は備蓄放出により賄われていますので、皆様には、これまで通りの落ち着いた対応をお願い申し上げます。 次に、ナフサやエチレンをはじめとするエネルギー源ではない石油関連製品についてですが、こちらは「国内での原油からの生産」と「海外からの製品も含めた輸入」の２つのルートがあります。 「国内での生産」は、原油と同様、国内での精製により、国産のナフサの量は確保されるよう取り組んでいます。 また、「海外からの輸入」については、中東からのナフサ輸入を他の国からの調達に切り替えるべく取り組んでいるところです。 石油関連製品についても、流通段階での偏りがある事例が生じているため、化学工業メーカー各社や卸事業者に対して、安定供給の確保に万全を期すよう、対応を要請します。 さらに、個別の製品レベルでは、アジア各国で生産し、日本に輸入している製品が、アジア各国における原油不足により、長期的な供給に懸念が生じています。 具体的には、食品包装材の原材料について食品包装材企業から、また、透析回路用の医療用プラスチックや手術中に使用する廃液容器などについて医療関係企業からも政府に情報が寄せられており、経済産業省において情報を集約しています。 特に医療関係については、厚生労働省と経済産業省が連携して、サプライチェーンに関する情報を集約し、国内の医療活動が停滞しないよう、異なるサプライチェーン間での石油製品の融通支援など、安定供給を図る体制を立ち上げました。 こちらも、ただちに供給が滞ることはないですから、落ち着いた対応をお願い申し上げます。 医療機器業界や医療機関の現場に対しても、経済産業省と厚生労働省共同で周知するとともに、皆様の命と暮らしを守るべく、原油と同様に、代替調達を含め、あらゆる可能性を追求していきます。
