I'd say yes. For example, I'd say that apart from Nuno, there aren't any world-class LBs in Europe atm. But that's easier to say because we can compare LBs to RBs to some extent. It would be harder to say we don't have any world class strikers when the position is mediocre (as an example).
I don't think the previous gen is necessarily the fairest standard, but it's a solid anchor.

Personally, I appreciate Neville's take.
Fans generally overrate our players & have a much narrower view of the broader landscape than we want to admit.
To compare, I'd say Spain only has 3 world-class players, guys in the very top-tier of their position: Yamal, Pedri, Rodri.

My excitement for the World Cup is def dulled. Maybe just because NBA finals are still on (& awesome). But prolly more the stench of American fascism lingering around the games; price gouging, ICE, visa issues, FIFA peace prize. All very gross. I'm sure I'll get into it though.

Is it possible a position has no world class players? Maybe a certain generation of a position is just below par. Or is the best tier of the position automatically world class, even if they do not rise to the level of the previous gen?

Top 3, 5, or 10? Doesn't matter.
How many players are a touch above their peers?
The answer determines the number. Otherwise, it's an arbitrary number to force others (usually our guys) in.
