The Bill: · Seeks to provide for the control of trade in strategic goods & related services, to prevent the proliferation of nuclear, chemical or biological weapons & their means of delivery · The Bill prescribes that "nationally controlled goods" will be defined as strategic goods or technology, tangible or intangible, that are placed under unilateral controls for reasons of national security, foreign policy, anti-terrorism, crime control or public health and safety · The Bill defines "software" as a collection of one or more programs or micro programs recorded, stored or embodied in any device · The Bill defines "strategic goods" as military goods, dual use goods, weapons of mass destruction & their means of delivery & nationally controlled goods & includes any component used in their production, means of delivery and their related service · The Bill proposes establishment of the Strategic Goods Control Committee Chaired by the Principal Secretaries responsible for matters relating to internal security. This evening i have visited my good friend Senator Godfrey Osotsi at Karen Hospital following the barbaric goon attack in Kusumu. I do not know why anyone in their right mind would attack Sen Osotsi, a very peaceful, measured and moderate leader. As i have been warning, the now liberalised goon market in Kenya is a serious threat to our security and democracy. I comdemn this attack in the strongest terms possible. This is called MITIGATION. One Petroleum admits the wrong and tries to mitigate it. It doesn't absolve the original criminal culpability. Attorney General and the @ODPP_KE should now move with speed to bring this criminal enterprise to an end by taking the necessary and appropriate legal action.
