Snail's pace. Why on earth did it take ministers months and months to deliver "a narrow set of comments". The only plausible explanation is they *wanted* to delay the EHRC Code of Practice being laid before Parliament.

Because we would all have been so much safer had Ian Brady, Myra Hindley, Peter Sutcliffe, Rose West and Ian Huntley had done litter-picking or mown grass verges after they were sentenced rather than sent to one of those ghastly prisons with horrible bars on the windows.
