How?

The CME Group—the Chicago Mercantile Exchange—run COMEX, the world's largest silver futures market.
And right as silver was peaking, they raised margin requirements from $20,000 to $25,000.

They raised it on December 29th—during Christmas week when liquidity was at its lowest.
They said it was because of a volatility concern, but then why not act at $70?
