Darth Sidious is a man of very simple tastes, Sheev Palpatine of Naboo is EXPECTED to be a man of artistic refinement and ornamentation. He's acting in accordance with the traditions of his culture, something Andor also explores via Mon Mothma. Look at his throne Room aboard the Second Death Star. Look at how comparatively subdued the Imperial guard are compared to the Senate Guard! Sidious genuinely seems to favour a very simple aesthetic, he is unpretentious. The man had decades of access to the most advanced surgeries in the Galaxy and didn't even attempt to have his scars from Master Windu's attack corrected. He literally has no concern or reaction to being hideously deformed except to use it for political advantage. The moment he is out of the public view and secure as emperor, he wears nondescript unornamented clothing and surrounds himself with brutalism. That's the Empire, a state so dedicated to an ideal of efficiency that it disdains ornamentation. KRENNIC likes ornamentation, and in fact he stretches the Imperial Aesthetic almost to breaking point in order to decorate himself. And yes, the Empire is not purely a critique of fascism, but of Authoritarianism more generally, it is absolutely reasonable to use soviet Aesthetics to represent it.

I'm not sure why left-wing fans of Andor are so insistent that the architectural aesthetic of the fascist Empire be so Brutalist-coded, when this aesthetic is not inherently a fascist one, but rather strongly evokes post-WWII Soviet bloc states with an ideological aversion to ornamentation and historicism. This shift in the architectural philosophy of Coruscant doesn't make sense. Palpatine is clearly a genuine connoisseur of the arts, with aristocratic-bourgeois tastes that range from esoteric sculpture to balletic opera to gilded antiquities with bizarre cultic associations. So this shift clearly wasn't driven by any sort of hostility on his part to the Art Deco grandeur of Coruscant. The shift in the aesthetic character of the galaxy between the prequels and the original trilogy has, in Lucas's films, always been depicted as a consequence of the increasing militarization of the society. The aesthetic of the Empire is the aesthetic of Clone Wars–era military bases, of Star Destroyers, and of the Death Star. This is why, when we see even Palpatine's eccentric aesthetic inclinations visibly subsumed by the technological terror of his Empire, it is specifically in his throne room on the Death Star where this has happened. So once again with Andor, Tony Gilroy has just thrown these things into the pot rather randomly, with no regard for the visual and thematic logic of the universe which George Lucas created. It doesn't cohere.
