It was a pleasure meeting my German counterpart Johann Wadephul @AussenMinDE at the UN Security Council in New York. I thanked him for Germany’s solidarity in face of the recent reckless Russian drone incident in Galați, România. We discussed the security developments in Europe and the Middle East. We shared opinions on the importance and high relevance of the UN Security Council in defending peace and security and upholding international law.

Bulgaria has an important role in moving enlargement forward. Great to have met Bulgaria’s new Foreign Minister @vpetrova_mfa. We discussed how to help candidate countries move towards the EU based on merit, while already bringing them closer with concrete benefits before membership. We also spoke about Bulgaria’s important role in connecting Europe and Asia via Türkiye and the South Caucasus.

Good meeting with the new Bulgarian Prime Minister Rumen Radev. Bulgaria sits at the heart of a region where security, enlargement and connectivity converge. Through a merit-based EU accession process, we can work together for peace in Ukraine and to stability in Moldova and the Western Balkans. We also agreed to strengthen cooperation to advance more reliable trade and energy links in the Black Sea region and onwards to South Caucasus and Asia.

The EU must become strategic if it wants to be a credible geopolitical actor. This, however, raises the risk of transactionalism in relations with third countries. Precisely, this new feature of the EU's foreign policy is what countries like Georgia want to instrumentalise to gain leverage in negotiations. x.com/kajakallas/sta…

The Georgian government is incessantly defying the EU at the rhetorical level while working to rebuild ties with the Trump Administration. The only door that Tbilisi might open in the West is in the US. What Georgia does is not unique among the candidate states, and before Orban's electoral defeat, it was also noticed within the EU. The pending question is why the EU was unable to prevent Georgia from backsliding towards a hybrid regime with authoritarian features. The answers are on the surface: First, Georgia is leveraging its transit status to reap economic benefits and preserve its ties with Azerbaijan and Türkiye. Georgia can preserve this role as long as the EU relies on the 'Middle Corridor' and the TRIPP project remains nonfunctional and outcompetes the Georgian route. The fact that Russia and the South Ossetia leadership signed a new treaty aimed at the unification of the separatist region with Russia in the energy, transport and social sectors, makes any ties with Russia toxic for Tbilisi. The "foreign agent" legislation, similar to that in Russia (and Azerbaijan), has already strengthened the perception that the Georgian ruling party is following Moscow's lead. And second, Georgia is not in an isolated position, despite its frozen EU candidate status and the suspension of other benefits (grants, visa-free travel for Georgian officials, etc.). Georgia has learned how to survive the fallout from its relations with the EU. Instead of trying to fix the relationship by reversing problematic laws, Tbilisi is insisting on its right to be Eurosceptic on certain human rights and foreign policy-related issues. The Azerbaijani model serves as inspiration for Tbilisi in two ways. The Georgian ruling party seeks to adopt a sovereign stance vis-à-vis Brussels and criticise the EU institutions, just as Baku did recently when condemning the European Parliament's resolution on Armenia. In Georgia, the EU's energy and connectivity needs with Central Asia are read as a weakness that strengthens Georgia’s strategic position. In the new balance of power that Georgia seeks with the EU, it adopts a transactional approach. In no case does the ruling party in Georgia want to abandon the EU. What it seeks to do is copy the Azerbaijani model and apply it to Georgia’s EU candidate status.
