@Hopewellcj The chapter on dealing with mass casualty in the Oxford Handbook of Medical Specialties explicitly states that as the first person on scene, the priority is triage. It's how you can save the maximum number of lives. This is a horrible headline for someone doing their level best.

@Hopewellcj The other half of the sentence is missing.....he had to evaluate the risk to multiple lives and triage the situation as per major incident policy. By not being fixated on individuals in front of him, he can have more impact for saving more lives. Poor guy being misrepresented.
