What is @UPS's policy for accommodating customers with disabilities?

Update: @UPS verified this is how they communicate with its customer. Issues not resolved, package still inaccessible.

She sent an email to UPS explaining the that she has mobility issues and can't drive, so she has no way to receive the package, and this is the response she received. It reads like a scam email due to the numerous grammatical errors and we don’t feel comfortable responding.

@UPS My wife had to ruin my Father's Day surprise because she is disabled and UPS doesn't have time to wait for her to get to the door to sign for deliveries. Please verify that this is an official email. What is your policy for disabled customers? Additional details in comments

My wife couldn’t make it to the door in time to sign for this package. The package is now being sent a Michaels Arts and Crafts store miles away from our house for pickup, despite having a UPS store 0.5 miles away from our house. This was the first delivery attempt. 1/2
