NO FAMILY SHOULD EVER ENDURE SUCH PAIN. Esther Mutheu who is currently fighting for her life at KNH after suffering severe burns in a tragic incident where her boyfriend, Victor Kitheka, allegedly set their home on fire. The fire claimed the lives of her two innocent children, Baby Blessing (7) and Baby Shiny (1) who are not Victor's. Her sister, Jane Mutheu, was also tragically killed after being stabbed. Yesterday immedietely after the post mortem, together with Esther’s family, we returned to the scene. It was painful beyond words, but necessary in the journey toward truth and justice. Before this visit, we also managed to resolve a dispute between Esther’s father’s and mother’s families that had been blocking the funeral arrangements for the deceased. No family should ever endure such pain. Signed three Bills into law at State House, Nairobi. They are the Miscellaneous Fees and Levies (Amendment) Act, 2026, the Coffee Act, 2023 (Mediated Version), and the Meteorology Act, 2023. The new Coffee Act strengthens the development and regulation of the coffee industry by establishing the Coffee Board of Kenya to regulate and promote the sector. It also creates the Coffee Research and Training Institute. The Miscellaneous Fees and Levies (Amendment) Act, 2026, expands the scope of the Railway Development Levy beyond the Standard Gauge Railway to support broader railway infrastructure and strengthen financing and management of the levy. It also establishes the Railway Development Fund Board, which will be responsible for the administration and management of the Railway Development Levy Fund. The Meteorology Act, 2023, establishes a legislative framework to regulate meteorological services in Kenya and co-ordinate their delivery.
