India has expanded schooling faster than learning. Uncomfortable facts in the NITI Aayog Report - India today has 14.71 lakh schools and over 24.69 crore students. We have achieved near-universal enrolment at the primary stage. Over the last decade, school infrastructure has improved significantly. Electricity access has expanded, toilets have increased, and digital infrastructure is gradually improving. But the NITI report reveals a far more uncomfortable reality: India has expanded schooling faster than learning. This is precisely why Foundational Literacy and Numeracy (FLN) is now being treated as a national mission. The report analyses a decade of learning outcome data using ASER, NAS, PARAKH, and UDISE+ datasets. It tracks reading proficiency trends from 2014-2024, arithmetic skills across Grades 3, 5, and 8, foundational language competencies, foundational mathematics competencies, rural-urban learning gaps, and school-type variations in learning outcomes. And the findings are deeply concerning. The report explicitly notes that despite recovery after the pandemic, “continued efforts are needed to deepen conceptual understanding and real-life application of knowledge.” Its learning outcome analysis shows that large numbers of children are still unable to achieve expected foundational competencies in language and mathematics even after multiple years of schooling. The report repeatedly identifies weak inference skills, weak interpretation ability, and weak conceptual understanding as major academic bottlenecks in early grades. This is not a minor academic issue. This is the foundation on which the entire education system stands. A child who cannot read fluently, understand meaning, or perform basic arithmetic by Grade 3 is not merely “behind.” That child is far more likely to struggle later in mathematics, science, digital learning, vocational education, and higher-order problem solving. The report effectively warns of a cascading learning crisis. Weak FLN leads to poor comprehension, weak analytical ability, low classroom confidence, higher dropout risk, poor employability, and eventually lower workforce productivity. This becomes even more alarming when viewed alongside another major statistic in the report: India’s Gross Enrolment Ratio at the higher secondary stage is only 58.4%. Think about the scale of this challenge. India has succeeded in bringing children into schools. But ensuring strong learning continuity through the system remains difficult. The report essentially argues that children are progressing through grades without always developing strong foundational learning. That is why NEP 2020 and the NIPUN Bharat Mission place extraordinary emphasis on FLN. The policy target is clear: universal foundational literacy and numeracy by Grade 3. Because the report strongly implies that Grade 3 is the decisive stage in Indian education. If foundational learning is weak at that stage, future learning trajectories weaken sharply. And when this happens at the scale of 24.69 crore students, FLN stops being merely an education issue. It becomes a national development issue. India’s path to Viksit Bharat will not depend only on how many children enter schools. It will depend on how many children can actually read, comprehend, think, reason, and learn.
