I feel bad that my first response to the question was “dear lord, what a stupid question”
I must apologize, even though the thought never left my head.
To the average person, it’s an obvious solution to decommissioning ISS.
The short answer is, it’s simply not possible.
You can’t get the ISS to the moon any more than you can tow a semi with a Harley. There just isn’t enough delta V ( think “power” for this).
I’ve not run the numbers, but I’d guess they’d need 15-25 times as much as they can possibly bring to bear.
( It’s not physically impossible, but insanely expensive, and … why? It’s safe to deorbit and drop it into the pacific or southern Indian Ocean)

SpaceX received a contract worth up to $843 million to build a tug to de-orbit the ISS. This tug has to slow the ISS down by only 57 m/s to get it out of LEO and into the atmosphere. To get it out to the moon, you'd have to speed it up 3,100 m/s and another 400 m/s to park it into lunar orbit. So there's absolutely no way to push the 420 tonne station out to the moon feasibly.

@cman4prez @Erdayastronaut @SprayCactus Could be done with a very low-thrust, high-efficiency drive (take your pick) very slowly, but it wasn't really designed to be out at those higher orbits. That would bring its own suite of problems.
