I'm someone who has previously defended police for opening fire on 'unarmed' occupants of vehicles (see Chris Kaba). But I've watched the video of this ICE killing numerous times and the nicest thing I can say is that the shooting appears completely avoidable, unnecessary and very likely unlawful.
