A store clerk/owner cannot search a patron suspected of shoplifting but I believe the law states, if they have probable cause, they can detain them until police arrive. (please check that). Cyrus was clearly concealing something, but it was not stolen merchandise, it was his loaded 9mm. If police arrived, the probable cause of theft would be erased, but the illegal weapon would have been discovered. Cyrus understood he had to run. Rick and Andy Chow likely thought he was running with stolen merchandise and chased to detain him.
