I still think Steve is top 1 (probably) with the Stage Clause, since I was always thinking, what stage do you pick vs this character anyway? In all honesty, having Lylat/YS legal would be a better anti-Steve rule (his worst 2 stages) AND ALSO a better universal rule for the game

Brawl nostalgia glasses are in play here because this is some wild revisionism.
Brawl MK had no resource management, all of his buttons were transcendent priority, he could plank, & had many ways to recover, some of which ended with no landing lag.
Steve is NOT easier than MK.

He's not brawl MK levels of broken, but I'd argue that picking up MK from scratch and getting to top level was significantly harder than it is with Steve in Ultimate. Steve simplifies the game for you in a way that even brawl MK didn't Said it before and I'll say it again, Steve carries people harder than *any* other character in Smash history has and I will die on that hill
