That's due to California, Phillips 66 (Los Angeles) and Valero Energy (Benicia) have closed refineries. Supply is down 23%. California has to import from oversea's fuel That's very exspensive to ship from Asia. AZ and NV gets it's gas from pipeline from LA/CA. Both AZ and NV are in big trouble as they have no access to gas supplies. A work-around is being created by the suppliers.
